Many thanks for your interesting message.  I agree - there is terrible waste of public money in Italy, with very little to show for it.  Other countries have that problem, too, alas - including Britain.
It is an issue that, as you suggest, must first be addressed at the national level.  Ireland (the country I come from) has suddenly woken up to the fact that a lot of its public spending between 2000 and 2007 - on projects that were really questionable even then - was a complete waste of money!!
I think this is something the Lex column will address from time to time.
